This law hurts not only established employment agencies, but since it imposes restrictions for out-of-state employees, online employment agencies may disproportionately suffer. Online agencies help job seekers expand beyond their own communities and into other states. If these online agencies must pay extra costs for out-of-state employees, it may deter the online agencies from expanding.
In these times of high unemployment, we should encourage more opportunities for employment and more employment agencies to assist those seeking opportunities not discourage them through legislation like HB 1393.
